The project's main objective is the creation of an innovative system to streamline the process of election observation. The technological solution proposed will increase the transparency of democratic processes, significantly improve efficiency and reduce costs through an approach that maximizes the use of available resources and citizen collaboration. For this, the project will not only facilitate and expedite the work of professional election observers, but also involve citizens in the democratic process with maximum guarantees of privacy and rigor.
The project will safely collect incidents or anomalies observed in an electoral process through mobile devices capable of data communication. Such incidents can be reported both by official observers as citizens leading to so-called crowdsourcing or crowdsensing (distributed open collaboration). To ensure the accuracy, confidentiality and relevance of reported information, privacy and study mechanisms of reputation on the data submitted by the participants in the crowdsourcing be implemented. Additionally, the transmission of the information collected to the central system will be through innovative communications architecture. Specifically, a network that will incorporate delay tolerance mechanisms and disruption created. With this new approach, one can maintain the communication service for all users even in areas where communication infrastructure is weak or has limited availability.
